Is my parakeet egg bound?

Please help! I noticed that my female parakeet (had her for about 4 years now) was all puffy, and her wings are droopy. She is perching on her perch right now, but she isn't breathing hard. Her tail isn't bobbing up or down noticeably, but I can see a round-like ball in her butt!! I tried to put Vaseline on it, but it doesn't seem to work. I can't take it to the vet because my parents won't let me! I don't even know if it's egg bound or not because the signs that she is showing is 50/50. Is she going to be alright?!!
