What is this skin problem i have?

I am currently 14 year old, i have this problem where i feel a sort of stretchy feeling around my skin. I feels like pulling away from my lips. i have had this for nearly 7 years! i have to apply vaseline sometimes 5 times a day to the area just around my lips. the doctor says it starts but licking around your lips at a very young age and will go with time. it just is not going! what can i do to treat this? It is not as bad as it was about 5 years ago but with girls around me seeing the vaseline on my face is a big put off. what could this be? Just to recap it is like a pulling/stretchy feeling around my lips, chin and nose area (under my nose). it gets better when i lick it, (somebody once said it was lip licking dermetitus or something.. but vaseline helps! what is this!
